Regional Landfill

Commercial waste must be brought to the Regional Landfill. The Belman Road Convenience Center is for residents only. Waste must be generated from the City of Fredericksburg or Stafford County to be accepted. Waste from outside these localities will not be accepted.

The R-Board does not accept the following commercial items: sludge, tires, hazardous waste, or recycling.

Commercial Hours:

Monday – Friday: 6 a.m. – 4:30 p.m.

Saturday: 8 a.m. – 12 p.m.

Commercial Fees

Any person, other than a resident as defined in Section FS-2 E of this Fee Schedule, disposing of MSW, Commercial or Construction and Demolition (C&D) wastes at the landfill, shall be liable for a charge based on the amount disposed of per month.

Municipal Solid Waste is charged $41.20 per ton. Construction and Debris is charged $42.23 per ton (Amended Effective July 1, 2023). The minimum charge shall be $20 (Amended Effective July 1, 2011).

Commercial Permits


Pursuant to Stafford County Codes §21-2 & §21-4 the R-Board has “the authority to adopt reasonable rules and regulations to assure safe, sanitary, and efficient operation of the sanitary landfill. The aforesaid rules and regulations shall have the force and effect of law. The R-Board may also delegate authority to the landfill supervisor to inspect vehicles and grant permits to refuse removers.”

R-Board Rules and Regulations state that all refuse removers desiring to dispose of refuse at the landfill must obtain an annual refuse removers permit issued by the R-Board. Main components to the permit are a $100 permit fee, vehicle inspections, and $50 per vehicle inspected – not to exceed $500 in total fees.
