The Rappahannock Regional Solid Waste Management Board recognized Matthew J. Kelly for his outstanding dedication and service to the Rappahannock Regional Solid Waste Management Board on November 16, 2023. Mr. Kelly served on the R-Board for over a decade, as a City of Fredericksburg Councilor, serving 2002 – 2010, and 2012 – 2023.
