The R-Board operates as an enterprise fund and does not receive any tax funding from the City of Fredericksburg or Stafford County. As such, an enterprise fund must have revenues equal to the cost of services provided by the landfill and the R-Board must establish sufficient rates to cover the cost of operating, maintaining, repairing, and financing the landfill.
In 2025, we engaged an outside consultant specializing in solid waste management financing to conduct a comprehensive financial analysis. The study concluded that current tipping and residential fees will not be sufficient to support operations over the next five years.
Although we have absorbed rising costs and maintained the same rates for the past five years, a fee adjustment is now necessary to ensure we can continue to:
- Maintain high service standards
- Invest in necessary improvements
- Sustain efficient waste management for our community
Effective January 1, 2026, the following residential fees at the Rappahannock Regional Landfill will apply:
