The R-Board strives to provide professional, courteous and intelligent solutions to the waste disposal needs of citizens in Stafford County and the City of Fredericksburg.

We promote our core values: Balance, Empowerment, Service and Teamwork. Established in 1987, the R-Board is a joint venture of the governments of Stafford County and the City of Fredericksburg charged with the operation and maintenance of the Regional Landfill and recycling drop-off facilities in Stafford and Fredericksburg. No tax dollars fund our facilities, as revenue is produced through fees charged to dispose of trash at the landfill, and goes directly into the operating fund. The R-Board meets quarterly.

The R-Board employees about 30 people at the Regional Landfill in Stafford and the Belman Road Recycling Center in Fredericksburg.

In an effort to be the best in municipal solid waste management, we help to facilitate responsible trash disposal, provide recycling opportunities, and promote renewable energy generation.

The R-Board has developed, and submitted to the VA Department of Environmental Quality for approval, a Solid Waste Management Plan. The plan is reviewed and recertified every 5 years.

Environmental Responsibility

Protecting the environment is an important part of our daily business. The Regional Landfill is an Exemplary Environmental Enterprise (E3), certified through the Virginia Environmental Excellence Program (VEEP). VEEP is a voluntary initiative for businesses in Virginia, administered by the VA Department of Environmental Quality that requires efforts above and beyond the applicable environmental regulations. The Regional Landfill achieved E2 status in 2004 and was recognized for E3 at the September 19, 2007 meeting of the R-Board.

In order to be accepted as exemplary environmental enterprise, a facility must have a good compliance history, a fully-implemented environmental management system and pollution prevention program in place with demonstrated performance. In addition to being good stewards of the environment, the R-Board benefits through a reduction in permit fees and more personal attention from the VA Department of Environmental Quality staff.
